Quick answer

HMRC Form P11D, Expenses and Benefits, is the annual UK tax return an employer uses to report taxable benefits in kind and non-exempt expenses (such as company cars, car fuel, vans, private medical insurance, interest-free loans over £10,000, and living accommodation) provided to each director or employee that were not already taxed through payroll. Employers must submit P11D returns online to HMRC and give each affected employee a copy of their P11D data by 6 July following the end of the tax year (5 April). JustFill lets UK accountants, bookkeepers, and employers fill individual P11D PDF worksheets in the browser or batch-generate employee P11D PDF statements from Excel or CSV.

What is Form P11D?

Preparing end-of-year P11D employee benefit statements for the 6 July deadline, or filling out a P11D worksheet for a company director's Self Assessment return? While HMRC requires official P11D and P11D(b) submissions to be filed online, employers are legally required to provide each employee with a written statement of their P11D benefits by 6 July, and thousands of UK accountancy practices and payroll teams use the 2-page HMRC P11D layout as the standard client worksheet and employee copy. Because official GOV.UK P11D reference PDFs are flat or complex multi-box tables (Sections A through N), JustFill turns the P11D into a clean browser form and supports Excel/CSV batch mail merge for up to 500 employees at once.

Who fills out Form P11D?

  • UK employers, finance managers, and HR teams providing annual P11D benefit statements to employees and company directors by 6 July
  • UK chartered accountants, bookkeepers, and payroll bureaus collecting and reviewing Sections A–N benefit figures from business clients
  • Company directors and higher-rate taxpayers using their P11D figures to complete the Employment page (SA102) of their Self Assessment tax return
  • Fleet and reward managers calculating company car CO2 cash equivalents (Section F), van benefits (Section G), and private medical insurance (Section I)

Field-by-field breakdown

What each section of Form P11D asks for. JustFill’s AI will detect these fields automatically when you upload the PDF — review the breakdown below so you know what to enter.

Header — Employer PAYE reference & Employee details

Employer name and PAYE reference, employee surname, first name(s), works/payroll number, National Insurance number, date of birth, and gender.

Sections A to D — Assets transferred, payments on behalf of employee, vouchers/credit cards & living accommodation

Description, cost/market value, amount made good by the employee, and taxable cash equivalent for transferred assets (A), payments made for the employee (B), credit cards/vouchers (C), and employer-provided accommodation (D).

Section E — Mileage allowance payments not taxed at source

Taxable excess over HMRC Approved Mileage Allowance Payments (AMAPs — 45p per mile for the first 10,000 business miles in a car/van, 25p thereafter).

Sections F & G — Cars and car fuel / Vans and van fuel

Make and model, date first registered, approved CO2 emissions figure, zero-emission electric range (if hybrid), list price + accessories, dates available in the tax year, capital/private-use contributions, car benefit charge, and car/van fuel benefit charge.

Section H — Interest-free and low-interest loans (Beneficial Loans)

Reported when total beneficial loans to an employee exceed £10,000 at any point in the tax year: number of joint borrowers, maximum balance, amount at 6 April and 5 April, interest paid, and cash equivalent at HMRC's official rate of interest.

Sections I to N — Private medical treatment/insurance, qualifying relocation, services, assets at employee's disposal, other items & expenses

Cost, amount made good, and cash equivalent split between brown Class 1A NICs boxes and non-Class 1A boxes (such as Section I private medical insurance, which attracts Class 1A employer NICs on Form P11D(b)).

Common mistakes to avoid

  • 1Missing the 6 July deadline — both the online P11D / P11D(b) filing to HMRC and the employee's copy must be delivered by 6 July after the end of the tax year, with Class 1A NICs payable electronically by 22 July (19 July by post).
  • 2Re-reporting benefits already taxed through payroll (payrolled benefits) — if an employer registered with HMRC before 6 April to payroll a benefit, do not duplicate it on a P11D (though Class 1A NICs still go on Form P11D(b)).
  • 3Reporting an employee loan that never exceeded £10,000 in the tax year — beneficial loans are exempt from Section H reporting if the combined balance of all non-qualifying loans to the employee stayed at or below £10,000 throughout the entire tax year.
  • 4Forgetting to include optional accessories and delivery charges in the Section F company car list price (rather than the dealer's discounted invoice price).

Form P11D example — what a filled-out form looks like

A fictional UK employer, Sample Tech Consulting Ltd, prepares a P11D statement for a senior consultant who received employer-paid private medical insurance (£980) and a zero-emission electric company car available for the full tax year. All identifiers are fictional.

Header — Employer PAYE Ref & Employee Details

Sample Tech Consulting Ltd (PAYE Ref: 123/ST9900) · Employee: EXAMPLE, PRIYA K · NI No: QQ 12 34 56 C · Payroll: EMP-114

Matches the employee's PAYE record and National Insurance number.

Section F — Cars and Car Fuel Benefit

Make/Model: Sample EV Sedan · Registered: 10 05 2025 · CO2: 0 g/km (Electric) · List Price: £42,000 · Cash Equivalent (3% BiK): £1,260.00 · Fuel Benefit: £0.00

Zero-emission electric company car taxed at the applicable Benefit-in-Kind percentage of its P11D list price, with no private fuel provided.

Section I — Private Medical Treatment or Insurance

Cost to employer: £980.00 · Amount made good: £0.00 · Cash equivalent (Class 1A box): £980.00

Private medical insurance is a Class 1A NICs benefit reported in Section I and included in the employer's P11D(b) total.

These values are made up. They are here to show what belongs on each line, not to be copied — every name, number, and address on your own Form P11D has to be your own.

Frequently asked questions

Employers must file P11D and P11D(b) returns online with HMRC and provide each relevant employee with a copy of their P11D information by 6 July following the end of the tax year (5 April). Any Class 1A National Insurance due must reach HMRC by 22 July if paid electronically.
No — since April 2023 HMRC requires all P11D and P11D(b) filings (including amendments) to be submitted online. However, employers and accountants still use P11D PDFs every year as client data-gathering worksheets and to give employees their mandatory written P11D benefit statement by 6 July.
Yes. Using JustFill's Excel-to-PDF batch workflow (`/solutions/fill-pdf-from-excel`), UK bookkeepers and accountants can upload a P11D template and an `.xlsx` or `.csv` schedule of employee benefits to generate individual P11D PDF copies in a single ZIP archive.
HMRC advises employees to keep their P11D and P60 records for at least 22 months after the end of the tax year the return is for (or longer if they complete a Self Assessment tax return), as HMRC does not keep spare copies of individual P11D statements for employees.
